SPECIAL POLICE

Special Constable
Security Law Enforcement

The Special Constable Service is committed to the prevention of crime, protecting educational services, companies and communities, encouraging partnerships and protecting rights that will enhance the quality of life for government, staff, faculty, business, community, students and visitors. 

​

The Special Constable Service is staffed by special constables, communications operators and administrative personnel. The Communications Centre is open 24/7 to respond to needs, concerns and emergencies. Special Constables are first responders to all staff, college and university campuses, courts, communities, businesses and other emergencies and are the liaison between other emergency services.

 

The role of Special Constables is to:


Enforce city by-laws, provincial offences and federal statutes when the contravention is on, or about, any city, town, community, college or university, transportation company, operated or leased property.

Lay charges and/or make arrests under the same legal authority as police officers.

Practice alternative measures through the Office of Student Affairs student conduct process.

Conduct foot, motorbike and vehicle patrols.

Transporting, monitoring, controlling, and receiving custody of prisoners 

Prisoner security in, during, and out of court and in custodial facilities 

Maintaining courtroom decorum 

Searching the general public within the courthouse  

Serving of summonses and subpoenas 

Fingerprinting and photographing criminally charged persons 

Responding to 911 calls 
Foot and vehicle patrols 
Tackling antisocial behaviour 
Road safety initiatives 
House-to-house enquiries 
Helping ensure public safety and security at both local and major events 
Presenting evidence in court 
Taking part in 'hotspot' operations to tackle underage drinking, criminal damage, and nuisance and public disorder 
Offering crime prevention advice and promoting property marking initiatives

Our special constables are dedicated to promoting safety and security in business communities and are focused on: 

Discouraging antisocial behaviour by being a visible, uniform presence and engaging with tenants 

Responding to calls for service and investigating incidents 

Enforcing federal, provincial and municipal legislation 

Conducting proactive patrols in high-needs communities 

Participating in community activities and meetings 

Conducting joint patrols with police and enforcing parking by-laws 

Completing safety audits utilizing Crime Prevention Through Environmental Design (CPTED) principles

Enforce multiple sections of the criminal code of Canada, and other provincial acts as administered under the Ontario Provincial Offences Act and in other countries: 

The Mental Health Act, Trespass to property, Liquor License Act, and Sales Streets Acts. Constables are employed by public transit, city transit, transit commission, housing corporation, prisoner transportation, police, police services, government security services, Park police, Parliamentary protective services

SPECIAL POLICE

​

The Special Police consists of the Special Chief of Special Police and command, special officer and special supervisory police officers and special civilian employees as the Special Chief of Special Police and Mayor deems necessary for the efficient operation of the special police.

​

Persons employed by the Special Police as peace officers shall exercise law enforcement authority as given to peace officers by the law. Persons employed by the Special Police as peace officers shall have the authority to enforce all ordinances and laws, whether Federal, Municipal or local. The jurisdiction of any peace officer employed by the Special Police shall extend to all areas within the City limits, upon all property owned, leased or rented by the City, in all places involving fresh pursuit and to all places as exigencies may require as provided by municipal, statutory or case law and public policy.

Special police are a asset to the community and local law enforcement. Special law enforcement agency is a vital part of the criminal justice system because we respond to calls for emergency assistance. We provide services as campus special police and company special police to enforce laws on private and public school property,  at public hospitals, at shopping centers, sporting events, apartment complexes and office buildings, and even on parks, golf courses, recreational lakes, cities, towns and more. These agencies and their special officers may by law provide the same police services within their territorial jurisdiction as do municipal law enforcement officers.

Special officers are regulated to ensure compliance with applicable laws pertaining to special police, and to address any citizen complaints involving special police. Our special officers receive mandated training in accordance with country and local law, yearly in-service training, and continuing education. These regulatory oversight of our special officers, ensures that we are maintaining the highest level of professional special police services to the citizens, and remaining a positive asset to reducing crime.

The Special Officer’s responsibilities are to oversee and provide a safe and secure environment for employees and customers The Special Officer will patrol the grounds to maintain order, preserve the peace and safeguard life and property against fire, vandalism, theft, crime and more. Will enforce policy and procedure and assist in resolving critical situations peaceably.

 FUNCTIONS AND DUTIES:

The Special Office shall be responsible for providing law enforcement services to the Municipal Court. In exercising this responsibility, the Office shall:

   Be responsible for the service and execution of warrants, subpoenas, summons, show cause orders and all other legal processes issued by the Municipal Court;

   Provide effective security services for the Municipal Court;

   Conduct investigative work relative to locating individuals named in the legal process issued by the Municipal Court;

   Transport and detain City prisoners en route to and from Municipal Court and the lawful place of detention for the prisoners;

   Enforce all parking ordinances of the City;

   Cooperate with and, upon request, assist the Police Department of the City and other law enforcement agencies both within and without the City;

   Perform other law enforcement services for the Municipal Court as directed.
